- The deinstitutionalisation of social care institutions must never result in persons with intellectual disabilities being placed in psychiatric institutions.
- Under no circumstances must persons with intellectual disabilities be transferred to psychiatric hospitals where they can be placed in a cage bed, as was uncovered at Klatovy Hospital Psychiatric Department.
