The right to health also entails freedoms: the freedom to say no. The right also includes entitlements such as “early identification and intervention as appropriate, and services designed to minimize and prevent further disabilities”.44 The duty is to “provide these health services as close as possible to people’s own communities, including rural areas,” and to “[p]rovide persons with disabilities with the same range, quality and standard of free or affordable health care and programmes as provided to other persons”.45
