A coalition of organisations have today called on Ugandan Members of Parliament to oppose a Government-sponsored Mental Health Bill which will breach the human rights of persons with mental disabilities in the country.

Yesterday, the Czech Constitutional Court ruled in favour of David Vratislav, a 24-year-old young man suing the local authorities for failing to provide him with the social services he needed. The court said that every person, including people with high support needs, has the right to receive adequate social services respecting their dignity.

Judgment in a constitutional challenge to the 1949 Mental Disorders Act found language in the legislation to be "highly offensive, derogatory and discriminatory".

The European Court of Human Rights is currently examining the case of a young Polish man who was forcibly detained and treated in a psychiatric hospital against his will. The court found that, because of his mental health issue, he was not guilty of an alleged assault. He started treatment and experts testified that his health had improved. However, the court decided to lock him up anyway. MDAC has submitted legal arguments to the ECtHR supporting his right to liberty and freedom from forced treatment.

MDAC is calling on the Hungarian government, as a matter of urgency, to publish its findings into abuses exposed at the Topház social care home, instead of targeting human rights defenders for exposing abuse.
