No. In particular, people under guardianship cannot conclude contracts.

Explanation:

People with disabilities can enter into necessary contracts and agreements if they are not placed under guardianship. Where they have been placed under guardianship, the power to conclude contracts is vested in the guardian.[28] Where a person is placed under partial guardianship, the guardian has to give his or her consent to any contract or agreement made by the person concerned.[29]
